Unfair Labour Practice

On the afternoon of October 29, SEIU-West informed SAHO that they had filed an unfair labour practice application against SAHO, alleging that SAHO’s bargaining proposals are impermissible under The Saskatchewan Employment Act and are a failure to bargain in good faith. SAHO strongly disputes these allegations and looks forward to addressing this at the Labour Relations Board.

SAHO’s proposals do not require changing the scope of SEIU-West’s bargaining unit or altering of SEIU-West’s certification orders nor do they erode SEIU-West’s membership. SAHO’s proposals comply with The Saskatchewan Employment Act. At all times, SAHO has approached collective bargaining with SEIU-West in good faith.

Current Negotiations

SAHO has been negotiating a revised collective agreement with SEIU-West, as well as other Health Provider Unions since September 2023. SAHO’s objective has been to reach a renewed collective agreement that provides a fair deal to employees while supporting effective and timely care for patients across the province. SAHO has tabled significant monetary proposals including:

  • A general economic wage increase of 3%, 3%, 2%, 2%, 2% and 2% over a 6-year term
  • A $2.00 per hour increase for Pay Bands 1 through 12
  • Market Adjustments for 33 new classifications and increases to 9 existing classifications with an average increase of 9.21%
  • 93% of SEIU-West members will receive pay increases of over 22% during the term of the proposed six-year agreement with these increases
  • Extended Health and Enhanced Dental Benefits increase to 4.5%

In exchange, SAHO has advanced proposals designed to reflect the operations of the SHA as a provincial health authority, to ensure a competitive workforce, and to enable more efficient patient-centered care across the province.

Next Steps

SAHO will continue to attempt to engage SEIU-West in collective bargaining when the parties next meet. SAHO urges SEIU-West to continue bargaining to reach an agreement that serves the needs of healthcare employees, employers and, most importantly, patients and clients across the province
